100% disabled-veteran homestead exemption

Who qualifies
Oklahoma resident heads of household honorably discharged from active Armed Forces or Oklahoma National Guard service, with VA-certified 100% permanent disability sustained through military action or accident or from disease contracted in service. Qualifying surviving spouses also may claim it. The claimant must qualify for the homestead exemption and own and occupy the home as a residence on January 1.
What you get
Exempts the full fair cash value of the qualifying homestead.
How to apply
Complete OTC Form 998 and return it to the county assessor for the property.

Who qualifies
Individuals receiving retirement benefits from any component of the U.S. Armed Forces.
What you get
Excludes 100% of qualifying military retirement benefits from Oklahoma income tax.

Heroes Promise

Who qualifies
Children of a service member killed after January 1, 2000 in the line of duty or who died after that date from a line-of-duty injury. The parent must have filed an Oklahoma income-tax return for the preceding tax year. The student must be an Oklahoma resident or meet the statutory border-district exception, enroll before age 21, meet normal admission standards and execute the program agreement. Continued academic progress, retention and conduct rules apply.
What you get
Tuition assistance at eligible Oklahoma public institutions, with comparable-program limits for private institutions and qualifying technology programs. Generally limited to five years and completion of the bachelor's program, subject to the statutory hardship and military-duty provisions.

Oklahoma National Guard Educational Assistance Program

Who qualifies
Current Oklahoma Guard members in good standing with a diploma or GED and admission to an eligible Oklahoma public institution. At least one enlistment year must remain at the semester start. Members must agree to complete the current obligation and serve actively in good standing for 24 months after the last supported semester. Retention requires institutional academic progress, at least a 2.0 GPA, satisfactory Guard participation and an MOS or AFSC after the first semester.
What you get
Subject to funding and program caps, pays resident tuition and approved fees for up to 18 credits per semester, 120 undergraduate credits and 40 master's credits. Graduate aid is subordinate to fully funded undergraduate aid. Courses beyond degree requirements are excluded. Flight fees are no longer covered for new participation.
How to apply
Submit the Military Department's prescribed application to its Educational Service Office before the semester; the commander confirms standing and eligibility.

State jobs and hiring preference

Office of Veterans Placement interview access

Who qualifies
Veterans who completed their full active-duty, Reserve or Guard obligation, or received an early discharge for medical reasons, hardship or reduction in force, and separated honorably or under honorable conditions. Positions must be matched by the Office of Veterans Placement and covered by the program.
What you get
A reasonable offer of interview for matching covered state-service jobs. Current guidance limits access to two interviews for qualified positions with the same job title at each applicable agency within a 12-month period.
How to apply
Obtain the Office of Veterans Placement eligibility letter and present it to the hiring agency.

Licenses, plates and parks

Disabled veteran lifetime combination hunting and fishing license

Who qualifies
Legal Oklahoma residents of at least six months who intend to remain residents, have VA disability certification and are registered in the ODVA veterans registry.
What you get
A lifetime combination hunting and fishing license costs $200 for a disability below 60%, or $25 for 60% or greater disability. Statutory and wildlife regulations still apply.

Register with ODVA and apply by mail or through the online licensing system linked on the official veteran-licensing page.

Free state parks and museums admission

Who qualifies
Honorably discharged veterans who currently reside in Oklahoma.
What you get
Free admission to state-owned or state-operated parks and museums. This entry does not promise free camping or lodging.
How to apply
Show an Oklahoma driver license or state photo ID plus DD214 or similar honorable-discharge evidence. An Oklahoma license or ID with the veteran flag designation is sufficient by itself.

Who qualifies
Applicants must meet ODVA admission requirements, including federal per-diem eligibility. Obtain an individual service-history and care-needs review from admissions.
What you get
State-operated veterans homes provide long-term care. Use the official directory for locations and current admission availability.
How to apply
Use the ODVA information-request form to contact the selected home's Patient Services Coordinator.

Changes on the way

  • Takes effect November 1, 2026: HB 3940 adds authority for qualifying Oklahoma Guard members to transfer education-assistance benefits to dependents. These provisions are not yet effective. The qualifying-member cross-reference and implementation requirements should be confirmed before anyone relies on a transfer.
